Nadine Burquel - BCS Director
Nadine is a recognised international expert in higher education with over 35 years experience with strategy developments in higher education and EU policy in education and research.
She has extensive expertise in shaping and delivering complex assignments in large framework contracts for services to the European Commission. She has directed large EU-funded partnership capacity building projects, working with senior management teams to support growth and transformation in universities, from conceptualisation to full implementation. All these assignments have given her a thorough understanding of EU policy shaping and education programme implementation.
Nadine acquired a strong ability to deliver to senior management and board levels, in universities, ministries of education, funding bodies and regulatory agencies. She is directing high level senior leadership and management development programmes for universities worldwide.
Nadine has extensive networks in higher education and has worked extensively in the wider Europe, with organisations in Russia, in North and Sub-Saharan Africa, the Middle East, South East Asia and the Pacific. She is active in professional communities of practice worldwide and cooperates with large strategic consultancies.
Tim Evans - BCS Director
With over 20 years in the higher education field Tim brings his extensive experience in administration, financial management, IT and EU project management to BCS.
Tim is also the Network Administrator of the HUMANE network since 1997. In this role he is responsible for overall coordination (membership services; board and general assembly; events organisation and financial management).
His experience also includes the financial management of EU funded projects (Socrates, Tempus, lifelong learning, Erasmus mundus, etc). Tim has also been involved in European Commission Audits, representing the contract holder and project partners, from initial contacts to the full completion of EU audits.
Cecilia Heidelberger - Project Assistant
Cecilia assists with desk research and overall project coordination in BCS. She graduated from the Master of Intercultural European Studies from the Universities of Regensburg (Germany), Complutense of Madrid (Spain) and Blaise Pascal (France, Clermont Ferrand) and holds a Bachelor degree in German-French Studies from the Universities of Regensburg and Blaise Pascal.
Since 2013 she works on leadership programmes for universities and on EU consultancy assignments.
She speaks German, French, Spanish, and English.
